This scheme was completed in April 2017.
Outland Road is one of the busiest routes in the city with 50,000 vehicles using it daily. It is often congested, with motorists experiencing delays during peak periods and bus services suffering from unreliable journey times. In addition to this, the traffic signal junctions on Outland Road are ageing and need replacing.
The Outland Road Junction Improvement Scheme aims to reduce congestion between Peverell Park Road and Torr Lane, improving journey times for motorists and service reliability for buses on this busy route. It will also improve road safety by upgrading pedestrian crossings and providing new on-road cycle lanes.
Modern and efficient signals have already been installed on the Peverell Park Road junction and signals will now also be upgraded at the Ham Drive/Weston Park Road and Torr Lane junctions.
The right-turn lane into Ham Drive (just past Morrisons) will be extended to create more space for traffic turning right. This will help ease the overspill from queuing traffic that often blocks traffic heading toward the city centre. An extra lane will be provided for traffic turning right out of Torr Lane and the right-turn lane out of Ham Drive will also be extended.
The changes should cut down on congestion, improving journey times for motorists, service reliability for buses and safety for pedestrians and cyclists.
What we're doing
When it's completed there will be new efficient signals on the Peverell Park Road, Weston Park Road and Torr Lane junctions, along with new and improved crossing facilities and better priority for cyclists. The right-hand lane on the inbound side of the road (just past Morrisons) will also be extended to create more space for traffic waiting to turn right into Ham Drive, stopping queues from blocking traffic heading towards the city centre at busy times of the day.
Weston Park Road Junction:
- Replacement of old traffic signals
- Installation of modern traffic signal technology
- New pedestrian crossing facilities
- New on-road cycle lanes and advanced cycle stop lines
- Improvements to the road layout on Ham Drive to create more space for traffic turning right onto Outland Road
Torr Lane Junction:
- Replacement of old traffic signals
- Installation of modern traffic signal technology
- New pedestrian crossing facilities
- New on-road cycle lanes and advanced cycle stop lines
- An extra lane for traffic turning right out of Torr Lane
- Localised road widening to extend the right-turn lane into Ham Drive, preventing it from blocking traffic heading towards the city centre at busy times of day.
The scheme complements the other proposed schemes on the Northern Corridor (including the Derriford Transport Scheme), which together will support 3,000 new homes and 9,000 new jobs in the Derriford area.
Cost of the scheme
The scheme will cost around £1.89 million – made up of £1.05 million from the Heart-of-the-South-West Local Enterprise Partnership plus funding from us.
